This is a work by Tokuda Yasokichi III, a Living National Treasure. Unlike traditional Kutani ware designs (mountains, people, flowers, birds, wind, and the moon), Tokuda Yasokichi's work is characterized by its use of color alone. He created the "saiyu" (colored glaze) technique, which uses approximately 70 different colors and creates pieces using only gradations of color.
Additionally, while many artists have traditionally fired their overglazes at around 900°C, Tokuda Yasokichi's firing is unique in that it is done at around 1000°C. Firing at a high temperature produces deep colors.
